Time line

The time line for the election of delegates is as follows:

End of September: List of qualified delegate candidates announced.
October 15: Voter registration by the Roll Commission closes.
November 1: Ballots will be sent to voters certified by the Roll Commission as of 10/15/15.
November 30: Voting ends.
Day after voting ends: Election results announced publicly.

After the election of delegates, the target dates for the ‘Aha and any ratification vote are as follows:

Between February and April 2016: ‘Aha held on O‘ahu over the course of eight consecutive weeks (40 work days, Monday through Friday).
Two months after the ‘Aha concludes: If delegates recommend a governance document, a ratification vote will be held among all certified Native Hawaiian voters.

Apportionment

The apportionment of delegates is that 40 elected delegates are apportioned based on the current geographic distribution of population within the Roll Commission’s current registry. This resulted in the following apportionment:

O‘ahu will be represented by 20 delegates.
Hawai‘i Island will be represented by 7 delegates.
Maui will be represented by 3 delegates.
Kaua‘i & Ni‘ihau combined will be represented by 2 delegates.
Moloka‘i & Lānaʻi combined will be represented by 1 delegate.
Out-of-state Hawaiians will be represented by 7 delegates.

Certified voters will select from the candidates representing the area in which the voter resides. For example, if you live on O‘ahu you will vote for the candidates running for the 20 O‘ahu delegate seats. Candidates for Delegate must reside in the area they will represent.

Eligibility

All eligible voters will have the option to register to become a delegate candidate. To register, please visit www.naiaupuni.org and follow the steps provided on the mailer/email sent to you. All delegate candidates will be asked to provide:

required information such as full name, current address and email address, date of birth and recent photo, and a commitment that the candidate is willing and able to attend the ‘Aha or convention in Honolulu for 40 days – eight (8) consecutive weeks, Monday to Friday – during February to April 2016; and
optiona linformation relating to Hawaiian ancestry, educational background, employmenthistory, criminal record and a personal statement limited to 300 words.

Those seeking to become delegates will be required to be nominated by ten (10) other eligible voters from any region. The delegate candidate registration website will be available 24/7 until September 15, 2015. Visit www.naiaupuni.org for simple on-screen instructions to complete your application.
